Ambassador Oleksiy Gavrysh delivered a lecture to cadets and staff of the Norwegian Military Academy on the topic “The importance of keeping society functioning during war.”
In his remarks, the Ambassador emphasized that in modern warfare, the decisive factor is not only the situation on the frontline, but also the state’s ability to ensure the functioning of society. He highlighted the role of critical infrastructure, energy, digital services, and the economy as key elements of national resilience.
Special attention was given to Ukraine’s experience in maintaining the work of state institutions, businesses, and essential services even under constant shelling, as well as the importance of decentralization and public-private partnership in preserving social cohesion.
Oleksiy Gavrysh also noted that Ukraine’s experience will be highly valuable for the development of Norway’s Total Defence concept (Totalforsvaret), and expressed gratitude to the Norwegian side for its support of Ukraine.
