Ukraine and Norway signed Memorandum of Partnership in the healthcare sector

On July 1, 2025, an official meeting took place in Kyiv between the Minister of Health of Ukraine, Viktor Liashko, and the Minister of Health and Care Services of the Kingdom of Norway, Jan Christian Vestre.

During the visit, the parties signed a Memorandum of Partnership in the healthcare sector, which reinforces cooperation under the Agreement on Security Cooperation and Long-Term Support between Ukraine and the Kingdom of Norway.

The document outlines joint efforts in public health development, modernization and resilience of healthcare systems, training of medical professionals, and exchange of knowledge and experience, particularly in the areas of mental health, rehabilitation, and combating antimicrobial resistance.

It also includes plans for developing horizontal partnerships between medical institutions, digitalization, strengthening cybersecurity, medical evacuation, and improving emergency preparedness, including for chemical, biological, radiological, and nuclear (CBRN) risks.

The agreement envisions the participation of Ukrainian and Norwegian specialists in conferences, joint events, and professional exchanges.

The Norwegian Minister of Health and Care Services, Jan Christian Vestre, emphasized Norway’s commitment to supporting Ukraine’s healthcare system and contributing to its development in accordance with European standards.

Representatives of the World Health Organization (WHO) and the World Bank also took part in the meeting.

During the second day of the visit, the Norwegian delegation visited several medical institutions in Kyiv. At the Okhmatdyt National Children’s Specialized Hospital, the Norwegian minister expressed deep respect for Ukrainian medical professionals who, despite the consequences of missile attacks, continue to provide high-quality care to patients. He also praised the resilience of Ukraine’s healthcare system and the active restoration of the hospital.

At the Institute of Traumatology and Orthopedics of the National Academy of Medical Sciences of Ukraine, the minister met with doctors and patients undergoing treatment for complex injuries sustained during hostilities.

In addition, the delegation visited residential areas of the capital affected by missile attacks and honored the memory of fallen defenders at Mykhailivska Square.

The visit and the signing of the memorandum mark an important step toward expanding international support for Ukraine’s medical system and developing strategic partnership with Norway.
