The Government of Ukraine has introduced new requirements for crossing the state border of Ukraine.
Starting from 22 March 2021 foreign nationals and stateless persons are required to present upon arrival to Ukraine a negative result of COVID-19 PCR test (polymerase chain reaction), taken not more than 72 hours before crossing the state border and a health insurance policy covering the potential costs of COVID-19 treatment which must be issued by an insurance company that is registered in Ukraine, or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance partner (a healthcare management organization) in Ukraine.
At the same time, the following categories of foreign nationals will be allowed to enter Ukraine without a requirement to provide the mentioned health insurance policy:
- residents of Ukraine;
- persons with refugee status or persons in need of complementary protection;
- staff members of foreign diplomatic or consular missions, official international missions accredited in Ukraine and their family members;
- military instructors of the armed forces of NATO member states and NATO "Partnership for Peace" programme partner states, who are providing training for the Armed Forces of Ukraine or are arriving at the invitation of the Ministry of Defense.
In addition, a mandatory observation or self-isolation for 14 days using the "Dii Vdoma" application is required for persons arriving from countries with a high COVID-19 spread.
The following categories of persons can enter Ukraine without a mandatory observation or self-isolation if there is no reason to believe that they were in contact with a person with COVID-19:
- children under 12 years;
- those arriving in Ukraine to study in higher education institutions;
- foreigners - citizens of states with a high COVID-19 spread, who have not been on the territory of such states during the last 14 days or are in transit through the territory of Ukraine and have documents confirming departure outside Ukraine within two days;
- diplomatic, consular and international organizations staff accredited in Ukraine as well as their family members;
- drivers and/or crew members of freight vehicles, buses on regular international routes, aircraft, sea and river ships, trains and locomotives;
- military instructors of the armed forces of NATO member states and NATO "Partnership for Peace" programme partner states, who are providing training for the Armed Forces of Ukraine or are arriving at the invitation of the Ministry of Defense;
- cultural figures arriving at the invitation of cultural institutions as well as one accompanying person for each of them;
- those transporting hematopoietic stem cells for transplantation;
- persons who undergo a PCR (polymerase chain reaction) test for COVID-19 and receive a negative result no more than 48 hours in advance of arrival in Ukraine
